Get to Know About the Ministry

The Benue State Ministry of Women Affairs was established in 1999 following the creation of the state, with a mandate to promote the welfare and development of women in Benue State. Over the years, the ministry has evolved to address emerging challenges facing women and girls in the state.

Since its inception, the ministry has implemented numerous programs and initiatives aimed at empowering women economically, socially, and politically. These include skills acquisition programs, micro-credit schemes, advocacy against harmful traditional practices, and support for survivors of gender-based violence.

In 2015, the ministry was restructured to better align with global standards and best practices in gender mainstreaming. This restructuring led to the creation of specialized directorates focusing on key areas such as economic empowerment, social welfare, and legal services.

Today, the ministry continues to be at the forefront of promoting gender equality and women’s empowerment in Benue State, working in collaboration with local and international partners to create a more inclusive and equitable society for all.

The broad objectives of the Ministry are to build a gender equitable society where the needs Men, Women, Boys and Girls (Children) are generally, adequately and equitable catered for.

  • A happy and healthy society where women, Children, aged, physically/mentally challenged as well as citizens are adequately and equally treated.

 

  • To build well integrated society with equal opportunities for all where every form of discriminatory practices and inaccessibility based on bender and disabilities are eradicated. The broad policy thrust of the Ministry and its implementation has been deliberately geared towards promoting and enhancing these noble ideas.

Functions of the Ministry

Outlining the key responsibilities guiding the Ministry’s operations and service delivery.

  1. Promotion of the Welfare Women general
  2. Carrying out aims/objectives of the family Support Programme and other program initiated by the Governor’s Wives.
  3. Promotion of Welfare of the Child and initiation of actions for the development of the Child within the meaning of International Convention on the Rights of Child
  4. Promoting the full utilization of women in the development of human resources and bringing about then acceptance development with equal rights and corresponding obligations.
  5. Promote responsible motherhood and maternal health women
  6. Stimulate action and improve women’s Civics, Politics, Cultural Society and Economic Education.
  7. Support the work of Non Governmental and Nigeria Women organization
  8. Encourage the sense and essence of Cooperative Societies and activities, creative entrepreneurship in the field of cortege industries and small scale industries.
  9. Promote the cause of the disable and the elderly and stimulate public awareness and responsibility on the segment of the society.
  10. Formulate and propagate moral values within the family unit and in the public generally and establish/inculcate moral education in women and children.
  11. Work towards total elimination of all Social and Cultural practices tending to discrimination against and dehumanize womanhood.

 

DEPARTMENT OF ADMINISTRATION AND SUPPLY
The Department Administration and supply is headed by Ubwa M Ruth. It is made up of the following Units:

  • Store Units headed by John Oyinu
  • Information Units headed by Fiase Aondona
  • Transport Units headed by Samuel Atache

 

THE DEPARTMENT PERFORMS THE FOLLOWING FUNCTIONS

  1. Coordination policy formulation and implementation of the Ministry.
  2. General Services/Correspondence and communication etc
  3. Personnel matters such as recruitment, Promotion/acting appointment, discipline transfer, training, maintenance or records retirements disengagement general.
  4. The Department takes care of staff inter departmental relations and security of the Ministry.
  5. Maintenance/repairs of office machinery, equipment and furniture are as well as keeping inventory of the Ministry’s property.
  6. The Department is also vested with the responsibility of granting press coverage to all its activities and services of the Ministry as a link between the press and the Ministry via Information’s Unit of the Department.

 

DEPARTMENT OF FINANCE AND ACCOUNTS
THE FUNCTIONS OF ACCOUNTS DIRECTORATE

  1. Offering financial advice
  2. Ensuring that internal controls are enforced
  3. Disbursement of fund
  4. Strict observation of accounting processes
  5. Lease with office of the Accountant General and Ministry of Financial on financial matters
  6. Ensures there is budgetary controls over revenue and expenditure
  7. Facilitates payment of staff salaries/other allowance
  8. Cashing funds from the bank on behalf of the Ministry.
  9. Preparation of monthly analysis of cash books reconciliation statement
  10. Maintain all cash books
  11. Other duties that may be assigned.

 

DEPARTMENT OF LEGAL SERVICES
The Department of Legal Services is responsible for providing legal and advisory support to the Ministry in all matters relating to women, children, and vulnerable groups. Specifically, the Department:

  1. Provides legal advice and opinions to the Honourable Commissioner, Permanent Secretary, and other departments of the Ministry.
  2. Drafts, reviews, and vets agreements, contracts, and legal documents involving the Ministry.
  3. Represents the Ministry in court cases, tribunals, and administrative panels.
  4. Supports the domestication, implementation, and enforcement of laws and policies relating to women, children, and social welfare.
  5. Ensures compliance with national and international conventions on gender equality, child rights, and social protection.

 

DEPARTMENT OF PLANNING, RESEARCH AND STATISTICS
FUNCTIONS OF THE DEPARTMENT
The Department of Planning, Research and Statistics is the “think-tank” of the Ministry. It has the following functions:

  1. Coordination of planning activities of the whole Ministry in the area of production of Annual Programs and Development Projects of the various Departments into State Budget.
  2. Coordinating the Preparation of Short Term (Annual), Medium and Long (Perspective) term Plans in collaboration with the various Departments for the overall development of the Ministry.
  3. Collection, collation, analysis, storage and dissemination of Data (Information) for planning of programs of the Ministry in liaison with other Departments, and Ministries, Departments and Agencies (MDAs) such as the State Planning Commission, Education, Health etc.
  4. Coordination of the preparation, Policy/performance targets, Strategies and Priorities of set Goals and Objectives into realizable Plan (Document) for the Ministry.
  5. Monitoring and Evaluation (M&E) of the Ministry’s Programs/Projects.
  6. Computerization of Records and Information Management of the Ministry’s Data base and Library.
  7. In collaboration with relevant Departments, Coordinate Development Partners’ assistance to the various Programs/Projects of the Ministry.
  8. Report progress on the performance of the Ministry’s Activities.

 

DEPARTMENT OF SOCIAL WELFARE
The department has staff strength of 35 members All are trained in different aspects of social works and services. Social Welfare department has office in all the local government areas except Apa, Ohimini, Agatu, Logo, Obi, Okpokwu and Buruku, due to inadequate staff, social welfare services are decentralized to the rural areas in the state through the Divisional Social Welfare officers posted to the local government areas within the state. The busiest divisional offices are Makurdi and Gboko.

DEPARTMENT OF CHILD DEVELOPMENT
FUNCTIONS/PROGRAMMES OF THE DIRECTORATE

  1. Advocacy visit to MDAs
  2. Management of Mama Abayol Children’s Home.
  3. Yearly children’s Day Celebrate
  4. Commemoration of Day of the African Child
  5. Implementation of Child Right’s Law (CRL, 2008) to ensure child survival, development, protection and participation.
  6. Yearly computer Appreciation Training in Abuja
  7. Children’s parliament Activity (Election, sitting, Radio.TV discussions, yearly interaction with the president)
  8. Family court sitting with judges and Magistrates
  9. National and International Holiday Camp
  10. Collaboration with implementing partners (UNICEF, CRS-SMILE, UNODC and APIN)
  11. Sensitization/Awareness creation on child Rights Law (CRL, 2008) and other children issues in Benue State.
  12. Emergency response for children
  13. First Lady/Honourable commissioner donation of food and other items to Children’s Home.
  14. Coordination of Orphans and Vulnerable Children (OVC) platforms in the State.
  15. Fostering and adoption of abandoned children
  16. Registration, monitoring and supervision of child care centers (CCC).
  17. Providing psychosocial support for Internally Displaced Persons (IDP) and abused children
  18. Collection, collation and processing of data.

 

DEPARTMENT OF WOMEN AFFAIRS

Vision:
To create an inclusive society where women and girls are empowered, protected, and given equal opportunities to thrive and lead.

Mission:
To develop and implement effective policies, programs, and partnerships that promote the holistic development and empowerment of women, particularly those in vulnerable communities.

Core Functions:

  • Policy Formulation & Advocacy: Develop and advocate for gender-responsive policies that promote women’s rights and equity.
  • Women Economic Empowerment Programs: Design and support skill acquisition, micro-credit, and entrepreneurship initiatives.
  • Gender-Based Violence Response: Coordinate response and referral mechanisms for survivors of domestic violence and other forms of abuse.
  • Awareness and Sensitization Campaigns: Promote social and behavioral change through public engagement on gender norms and women’s rights.
  • Monitoring and Evaluation: Track the impact of women-centered initiatives and provide data to inform future programming.

 

BENUE STATE REHABILITATION BOARD
INTRODUCTION
Above subject matter refers. I write to handover the activities and the entire staff of Benue State Rehabilitation Board.
State Rehabilitation Board was established under the Edict Notice 13 of 1999 of Benue State Government by His Excellency, Dr. George Akume, and former Governor of Benue State on the 18th day of June 2001. It is located at Km 13 Apir Makurdi Aliade Road Makurdi Benue State. This came to actualize the dream of United Nations Declaration Act 1992, subsection 4 into practice, which calls for International Communities and the Federal Government elect for setting up Boards and Department for Rehabilitation of the special people amongst member countries.

AIMS AND OBJECTIVES OF THE BOARD

  1. Establishment of community Based Vocation Rehabilitation centres in the Local Government areas.
  2. Provide Job placement opportunities for trained rehabilitees.
  3. Provide emergency relief services for the rehabilitees.
  4. Provision of evacuation, repatriation and services for destitute, beggars, lunatics and other vulnerable people.
  5. Provide after-care services for treated offenders and ex-prisons
  6. Train and educate the disabled persons in various degrees of their disabilities
  7. Provide counseling services
  8. Provide probation and employment (rehabilitation) for delinquents and drug addicts
  9. Provide recreational facilities (disabled sports, drama, music) e.t.c
  10. Evaluate services and introduce new ones to meet the needs and aspirations of rehabilitees in the state
