Job Title: Data Management Officer (DMO)
Ministry:

Ministry for Women Affairs and Social Welfare
Reporting To: The Commissioner, Permanent Secretary / Director of Planning, Research & Statistics
Supervises: ICT Unit Staff, Data Clerks, External IT Vendors
Roles and Responsibilities
1. Data Management:
Develop and implement a comprehensive data management strategy and policies for the Ministry.
* Design, maintain, and secure central databases (e.g., for vulnerable women, children, orphans, persons with disabilities, survivors of violence, social welfare beneficiaries).
* Ensure data integrity, accuracy, consistency, and confidentiality in line with national data protection regulations.
* Establish data lifecycle protocols—from collection and storage to archiving and secure disposal.
2. Staff IT Compliance
* Develop and enforce IT policies, acceptable use agreements, and data handling protocols for all staff.
* Conduct regular training and awareness sessions to ensure staff adherence to data privacy, software licensing, and cybersecurity best practices.
* Monitor compliance and initiate corrective actions for policy violations.
3. Website and Staff Portal Management
* Oversee the Ministry’s official website: ensure current content, functionality, and accessibility for citizens (especially regarding services, programs, and contact information).
* Develop, manage, and troubleshoot a secure internal staff portal for document sharing, internal communications, announcements, and resource access.
* Ensure both platforms are user-friendly, regularly updated, and aligned with the State’s e-Governance standards.
4. Automation and Digital e-Governance Supervisor
* Lead the digitization of the Ministry’s manual processes and forms (e.g., grant applications, case management, reporting).
* Identify, propose, and oversee the implementation of software solutions to improve service delivery and operational efficiency.
* Act as the Ministry’s liaison with the State’s e-Governance agency to integrate platforms and align with statewide digital transformation initiatives.
5. Computer Hardware and Software Management
* Manage the Ministry’s IT inventory: procurement, installation, maintenance, and disposal of all computers, printers, peripherals, and network equipment.
* Standardize and manage software licenses, installations, updates, and troubleshooting for all official systems (operating systems, office suites, specialized applications).
* Provide first-line technical support to staff for hardware and software issues.
6. Coordinate ICT Staff
* Supervise and provide technical leadership to the Ministry’s ICT unit staff and any assigned data entry clerks.
* Assign tasks, manage workloads, and facilitate the professional development of ICT staff.
* Coordinate with external IT vendors and service providers for specialized support.
7. Cyber Security Lead
· Develop and implement the Ministry’s cybersecurity framework, including firewall management, antivirus deployment, and intrusion detection.
· Conduct regular vulnerability assessments and security audits of systems and networks.
· Lead incident response for any data breaches or cyber-attacks and ensure regular data backups and disaster recovery plans are in place and tested.
8. Data Analyst
· Analyze Ministry data to generate insights, trends, and patterns related to women and social welfare issues in Benue State.
· Produce routine and ad-hoc statistical reports, dashboards, and visualizations to inform policy-making, program planning, and resource allocation.
· Support evidence-based decision-making for the Ministry’s leadership and for reports to state and national partners.
9. Data Collection and Others
· Design digital data collection tools (e.g., using ODK/Kobo Toolbox, Google Forms) for field officers to capture data on beneficiaries, projects, and interventions.
· Train field staff on proper data collection methodologies and the use of mobile data tools.
· Other Duties: Perform any other related duties as assigned by the Permanent Secretary or Director, such as preparing ICT budgets, representing the Ministry in relevant ICT forums, and managing the Ministry’s local area network (LAN).
Directorate of Women Affairs (DWA)
To create an inclusive society where women and girls are empowered, protected, and given equal opportunities to thrive and lead. To develop and implement effective policies, programs, and partnerships that promote the holistic development and empowerment of women, particularly those in vulnerable communities.

Director of Women Affairs Policy Formulation & Advocacy: Develop and advocate for gender-responsive policies that promote women’s rights and equity.
- Women Economic Empowerment Programs: Design and support skill acquisition, micro-credit, and entrepreneurship initiatives.
- Gender-Based Violence Response: Coordinate response and referral mechanisms for survivors of domestic violence and other forms of abuse.
- Awareness and Sensitization Campaigns: Promote social and behavioral change through public engagement on gender norms and women’s rights.
- Monitoring and Evaluation: Track the impact of women-centered initiatives and provide data to inform future programming.
Directorate of Child Development (DCD)
Functions
Advocacy visit to MDAs- Management of Mama Abayol Children’s Home.
- Yearly children’s Day Celebration
- Commemoration of Day of the African Child
- Implementation of Child Right’s Law (CRL, 2008) to ensure child survival, development, protection and participation.
- Yearly computer Appreciation Training in Abuja
- Children’s parliament Activity (Election, sitting, Radio.TV discussions, yearly interaction with the president)
- Family Court sitting with judges and Magistrates
- National and International Holiday Camp
- Collaboration with implementing partners (UNICEF, CRS-SMILE, UNODC and APIN)
- Sensitization/Awareness creation on child Rights Law (CRL, 2008) and other children issues in Benue State.
- Emergency response for children
First Lady/Honourable commissioner donation of food and other items to Children’s Home.
- Coordination of Orphans and Vulnerable Children (OVC) platforms in the State.
- Fostering and adoption of abandoned children
- Registration, monitoring and supervision of child care centers (CCC).
- Providing psychosocial support for Internally Displaced Persons (IDP) and abused children
- Collection, collation and processing of data
Directorate of Social Welfare
The department has staff strength of 35 members All are trained in different aspects of social works and services. Department of Planning, Research and Statistics
The Department of Planning, Research and Statistics is the “think-tank” of the Ministry
Functions
- Coordination of planning activities of the whole Ministry in the area of production of Annual Programs and Development Projects of the various Departments into State Budget.
- Coordinating the Preparation of Short Term (Annual), Medium and Long (Perspective) term Plans in collaboration with the various Departments for the overall development of the Ministry.
- Collection, collation, analysis, storage and dissemination of Data (Information) for planning of programs of the Ministry in liaison with other Departments, and Ministries, Departments and Agencies (MDAs) such as the State Planning Commission, Education, Health etc.
- Coordination of the preparation, Policy/performance targets, Strategies and Priorities of set Goals and Objectives into realizable Plan (Document) for the Ministry.
- Monitoring and Evaluation (M&E) of the Ministry’s Programs/Projects.
- Computerization of Records and Information Management of the Ministry’s Data base and Library.
- In collaboration with relevant Departments, Coordinate Development Partners’ assistance to the various Programs/Projects of the Ministry.
- Report progress on the performance of the Ministry’s Activities.
Department of Legal Services
The Department of Legal Services is responsible for providing legal and advisory support to the Ministry in all matters relating to women, children, and vulnerable groups.
Functions
- Provides legal advice and opinions to the Honourable Commissioner, Permanent Secretary, and other departments of the Ministry.
- Drafts, reviews, and vets agreements, contracts, and legal documents involving the Ministry.
- Represents the Ministry in court cases, tribunals, and administrative panels.
- Supports the domestication, implementation, and enforcement of laws and policies relating to women, children, and social welfare.
- Ensures compliance with national and international conventions on gender equality, child rights, and social protection.
Department of Finance and Accounts

- Offering financial advice
- Ensuring that internal controls are enforced
- Disbursement of fund
- Strict observation of accounting processes
- Lease with office of the Accountant General and Ministry of Financial on financial matters
- Ensures there is budgetary controls over revenue and expenditure
- Facilitates payment of staff salaries/other allowance
- Cashing funds from the bank on behalf of the Ministry.
- Preparation of monthly analysis of cash books reconciliation statement
- Maintain all cash books

Department of Administration and Supply
The Department Administration and supply is headed by Ubwa M Ruth. It is made up of the following Units: Store Units headed by John Oyinu Information Units headed by FiaseAondona Transport Units headed by Samuel Atache
Functions
- Coordination policy formulation and implementation of the Ministry.
- General Services/Correspondence and communication etc
- Personnel matters such as recruitment, Promotion/acting appointment, discipline transfer, training, maintenance or records retirements disengagement general.
- The Department takes care of staff inter departmental relations and security of the Ministry.
- Maintenance/repairs of office machinery, equipment and furniture’s as well as keeping inventory of the Ministry’s property.
- The Department is also vested with the responsibility of granting press coverage to all its activities and services of the Ministry as a link between the press and the Ministry via Information’s Unit of the Department.
